Seattle water guide
Sources, treatment and customer resources
These resources concern Seattle Public Utilities. Regional source and treatment information does not identify the supplier or conditions at a particular address.
Official sources reviewed September 16–17, 2026. Annual reports and water sample results describe their stated periods; this is not a live alert service.
Service area
Retail service and regional supply
SPU’s wholesale customer list names separate utilities, including Cascade Water Alliance, the City of Mercer Island and Highline Water District. The list directs those customers to their own utility for service and billing. It is not a list of properties served by SPU.
The official water and sewer research map supports parcel searches. SPU says it is for preliminary planning, omits some infrastructure and may show mains that cannot accept a new connection. Confirm service with your bill, account or the utility.
The map application presents terms before use. Its landing page and utility contact path were reviewed; an address search beyond those terms was not verified.
For a boundary overview, the 2019 plan's service-area mapseparates Seattle's retail area from wholesale customer areas. It is a historical planning map, not an address-level service guarantee. The state GIS record reviewed for system 77050 has a 2016 update and no source date; a newer authoritative boundary has not been verified here. Confirm service with SPU.
All other utilities named in SPU's reviewed customer directory
Cascade Water Alliance; Cedar River Water & Sewer District; City of Bothell; City of Duvall; City of Mercer Island; City of Renton; Coal Creek Utility District; Highline Water District; North City Water District; Northshore Utility District; Olympic View Water & Sewer District; Soos Creek Water & Sewer District; Water Districts 20, 49, 90, 119 and 125; and Woodinville Water District.
The directory also lists SPU itself. Use the official directory's utility links and telephone numbersto contact the provider on your bill. Directory membership does not establish a contract's effective dates, an exclusive water source, or the receiving system's PWSID. Those relationship details remain unverified.
Explore the dated EPA service-area snapshot
EPA Version 3 binds this polygon to WA5377050 and names King County as the original provider, with Washington DOH's service-area layer as the upstream source. Its provider-type field says “State agency,” its symbology field says “System Sourced,” and its original-data date is June 29, 2016. Verification and confirmation fields are blank.
The preserved feature covers 255.24 km². It was retrieved September 16, 2026; that retrieval date does not make the underlying boundary current. Use it for historical orientation, not to determine whether an address is connected or which regional supply reaches a home.

Water supply
Two surface-water supplies, different treatment paths
The 2025 report, physical page 4, identifies the Cedar River and South Fork Tolt River watersheds and a 62%/38% report-year source mix. The utility’s watershed resources describe source protection. Watershed boundaries are not customer service boundaries.
Cedar Water Treatment Facility
SPU describes Cedar River water stored in Lake Youngs, then treated with ozone and ultraviolet light. Chlorine is added before distribution; the utility identifies the residual method as free chlorine, not chloramines.
SPU facility descriptionTolt Water Treatment Facility
SPU describes South Fork Tolt River water passing through ozone treatment, conditioning and filtration, pH and alkalinity adjustment, then chlorination and fluoridation. The 2025 report says SPU operates the facility as of 2026.
SPU facility descriptionSPU’s fluoridation page states that fluoride is added and that fluoridation began in 1970. This operating description is separate from measured fluoride results in an annual report.
The facility web pages do not state a publication date. The 2025 report, physical page 5, supplies the dated Tolt operating update. Treatment descriptions do not predict a household result or establish current compliance.
Historical wells and intertie inventory
The 2018 Water Facilities Inventory, reproduced in the 2019 plan, also names Riverton Hts #1, Boulevard, Riverton Hts #2 and Riverton Hts WF, plus a Renton intertie identified by state system number 71850. These historical rows are distinct from the two surface-water sources in the annual report. They do not establish present operation, a home's source, or a currently effective supply relationship.
The 2019 plan's well-field treatment description includes sodium hypochlorite disinfection, fluoridation and sodium hydroxide, with groundwater blended with Cedar water. Keep that historical operating context separate from the dated Cedar and Tolt monitoring results.
Watershed protection
Source assessment and watershed protection
Washington DOH’s Source Water Assessment Program map identifies state system 77050 as Seattle Public Utilities. Its Cedar River (01) and Tolt River (02) watershed records both list active, permanent surface sources and “High” susceptibility. Both records carry an update of March 16, 2026.
The annual report explains that Washington assigns surface waters this rating regardless of whether contaminants have been detected. Susceptibility is not a water-test result. The source-effective field is January 1, 1970; it does not establish the assessment date.
SPU’s Tolt watershed page describes a management plan approved in 2011, with road, aquatic-habitat and forest-management work. Its historical ownership description is 70% City and 30% national forest. Those watershed figures do not describe retail service boundaries.
SPU’s 2019 Water System Plan describes Cedar’s Limited Alternative to Filtration designation (chapter 3, page 3-5). This historical account does not establish a currently effective waiver, its expiry, or a new state decision.
Report-Listed Rows
Report-listed rows summarized from the latest reviewed report
11 report-listed rows are summarized for SEATTLE PUBLIC UTILITIES. A listed row is not the same thing as a current advisory or household tap result.
Every table row in Seattle’s 2025 report
All 11 result rows from physical PDF pages 7 and 9 are shown here, followed by 52 rows from the four earlier reports in SPU’s current official archive. Cedar and Tolt values stay separate. Lead and copper use their printed testing years and 90th-percentile statistic.
The archive covers 2021–2025 as exposed by SPU on September 16, 2026; it is not a claim to every report ever published. Earlier reports repeat some older lead/copper testing and contain monitoring notices that must be read alongside the results.
2025 definitions and table footnotes
- MCLG
- Maximum Contaminant Level Goal – The level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs allow for a margin of safety.
- MCL
- Maximum Contaminant Level – The highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as feasible using the best available treatment technology.
- MRDL
- Maximum Residual Disinfectant Level – The highest level of a disinfectant allowed in drinking water.
- MRDLG
- Maximum Residual Disinfectant Level Goal – The level of a drinking water disinfectant below which there is no known or expected risk to health.
- TT
- Treatment Technique – A required process intended to reduce the level of a contaminant in drinking water.
- NTU
- Nephelometric Turbidity Unit – Turbidity is a measure of how clear the water looks. The Cedar supply MCL in 2025 was 5 NTU; the Tolt criterion was 0.3 NTU for at least 95% of samples in a month, and 100% of Tolt samples for 2025 were below 0.3 NTU.
- NA
- Not Applicable
- ND
- Not Detected
- ppm
- 1 part per million = 1 mg/L = 1 milligram per liter
- ppb
- 1 part per billion = 1 ug/L = 1 microgram per liter; 1 ppm = 1,000 ppb
* 90th Percentile: i.e. 90% of the samples were less than the values shown.
+ The concentration of a contaminant which, if exceeded, triggers treatment or other requirements which a water system must follow.

2024 report13 source-verified rows
- Physical PDF page 7 discloses a June 21, 2024 Cedar Treatment Facility monitoring violation: equipment did not record part of the data for one of seven operating UV units. The report describes other available treatment data, repairs, programming improvements and operator training; no independent current-compliance conclusion is made here.
- The lead/copper table repeats 2022 results.
- Turbidity note: Cedar criterion 5 NTU; Tolt 0.3 NTU for at least 95% of water samples in a month. The report states 100% of Tolt water samples in 2024 were below 0.3 NTU.
- ND means Not Detected, not zero. NA means Not Applicable. TT means Treatment Technique. ppm = mg/L; ppb = µg/L; pCi/L = picocuries per liter. Criteria and printed status describe this report period; do not infer current compliance.
- Historical conservation (physical page 8): 45.3 billion gallons produced; 2.55 billion gallons lost to leakage (5.6%); Saving Water Partnership member use 94.5 million gallons per day. Partnership demand covers its members, not only SPU retail customers.

2023 report13 source-verified rows
- ** During October 2023, a bromate water sample was not analyzed for the Tolt supply. The report says SPU therefore could not be sure of drinking-water quality during that time; it also states historical data and later Tolt bromate results were generally ND. This monitoring gap remains distinct from the printed table checkmarks.
- The lead/copper table repeats 2022 results. Physical PDF page 10 lists all 29 PFAS analytes in the UCMR 5 program; see the separate dated UCMR results below.
- Turbidity note: Cedar criterion 5 NTU; Tolt 0.3 NTU for at least 95% of water samples in a month. The report states 100% of Tolt water samples in 2023 were below 0.3 NTU.
- ND means Not Detected, not zero. NA means Not Applicable. TT means Treatment Technique. ppm = mg/L; ppb = µg/L; pCi/L = picocuries per liter. Criteria and printed status describe this report period; do not infer current compliance.
- Historical conservation (physical page 4): 45.8 billion gallons produced; 2.5 billion gallons lost to leakage (5.5%); Saving Water Partnership member use 96.3 million gallons per day. Physical page 10 lists 29 PFAS compounds; the complete list and dated EPA results are presented in the PFAS/lithium section.

2022 report14 source-verified rows
- ** One initial water sample showed a detection in the distribution system for both Total Coliform and E. coli. The report says follow-up water samples did not detect contamination for either compound and compliance was maintained. This statement is limited to the cited report period.
- The E. coli total is repeated under Cedar and Tolt; it is not added to create a 6662-water-sample total.
- Turbidity note: Cedar criterion 5 NTU; Tolt 0.3 NTU for at least 95% of water samples in a month. The report states 100% of Tolt water samples in 2022 were below 0.3 NTU.
- ND means Not Detected, not zero. NA means Not Applicable. TT means Treatment Technique. ppm = mg/L; ppb = µg/L; pCi/L = picocuries per liter. Criteria and printed status describe this report period; do not infer current compliance.
- Historical conservation (physical page 8): 45.1 billion gallons produced; 2.8 billion gallons lost to leakage (6.2%); Saving Water Partnership member use 94.3 million gallons per day. The PFAS narrative says March 2023 results were unavailable at publication; do not read that as a missing test or as a current result.

Source report notes
Source: Seattle Public Utilities 2025 Drinking Water Quality Report. Retrieved 2026-07-31.
- Applies to: Arsenic
The source prints separate Cedar and Tolt averages and ranges; this row does not flatten them into one system-wide value. Annual-report values and printed status describe only the cited report and sample period. They are not a current compliance feed, advisory determination, address-level result, household-tap result, or safety conclusion.
- Applies to: Total Trihalomethanes
The source prints separate Cedar and Tolt averages and ranges and prints NA for MCLG; no zero or combined value is inferred. Annual-report values and printed status describe only the cited report and sample period. They are not a current compliance feed, advisory determination, address-level result, household-tap result, or safety conclusion.
- Applies to: Total Organic Carbon
The source prints separate Cedar and Tolt averages and ranges and identifies the MCL as TT. Annual-report values and printed status describe only the cited report and sample period. They are not a current compliance feed, advisory determination, address-level result, household-tap result, or safety conclusion.
- Applies to: Turbidity
The source prints separate Cedar and Tolt averages and ranges; the bound NTU definition retains the supply-specific 2025 treatment-technique text. Annual-report values and printed status describe only the cited report and sample period. They are not a current compliance feed, advisory determination, address-level result, household-tap result, or safety conclusion.
- Applies to: Barium, Fluoride
The source prints separate Cedar and Tolt averages and ranges. Annual-report values and printed status describe only the cited report and sample period. They are not a current compliance feed, advisory determination, address-level result, household-tap result, or safety conclusion.
- Applies to: Coliform, Total
Each source-water cell prints a highest-month percentage and an annual-average percentage; no range is manufactured. Annual-report values and printed status describe only the cited report and sample period. They are not a current compliance feed, advisory determination, address-level result, household-tap result, or safety conclusion.
- Applies to: Haloacetic Acids(5)
The source prints Haloacetic Acids(5), separate Cedar and Tolt averages and ranges, and NA for MCLG. Annual-report values and printed status describe only the cited report and sample period. They are not a current compliance feed, advisory determination, address-level result, household-tap result, or safety conclusion.
- Applies to: Chlorine
The table labels the criteria columns MCLG and MCL while printing MRDLG = 4 and MRDL = 4 in those cells; both labels are preserved. Annual-report values and printed status describe only the cited report and sample period. They are not a current compliance feed, advisory determination, address-level result, household-tap result, or safety conclusion.
- Applies to: Lead, Copper
The result and 0 of 52 cell describe the source-printed 2025 monitoring table and do not establish conditions at any household or tap. Annual-report values and printed status describe only the cited report and sample period. They are not a current compliance feed, advisory determination, address-level result, household-tap result, or safety conclusion.

2023 PFAS and lithium monitoring
EPA’s July 2026 UCMR 5 release contains 240 results for Seattle Public Utilities: 29 PFAS analytes plus lithium, which is not PFAS. The records cover the Cedar and Tolt treatment-facility entry points, with 120 results for each.
What the results say
Every analytical sign is “<” and every numerical-result cell is blank. Each result is below its analyte-specific minimum reporting level (MRL); a blank is not zero. MRLs describe laboratory reporting, not health-based limits.
Keep the water sample dates
Collection dates run from March 14 to December 18, 2023. Event SE1 includes March and July collections; SE3 includes September and October. The individual dates below take precedence over treating an event as one date. These are entry-point results, not household testing or a current compliance finding.

All 29 entries in the 2023 report’s PFAS list
The report lists these names on physical PDF page 10 (printed page 18). This is a compound list, not 29 additional numerical result rows. Lithium is discussed separately. The report’s broad nondetection wording is interpreted using the analytical limits and dates above, not as proof of zero concentration.

Monitoring history
Historical monitoring disclosures
2024: SPU’s annual report describes a June 21, 2024 Cedar Treatment Facility monitoring violation: equipment did not record part of the data for one of seven operating UV units. The report describes other treatment data, equipment repairs, programming changes and staff training. This is a historical disclosure, not a current advisory.
2023: The Tolt bromate footnote says an October water sample was not analyzed and SPU could not be sure of water quality during that period. The table’s printed “Passed!” marks must be read with this monitoring gap.
2022: The report lists one E. coli-positive water sample out of 3,331. It repeats the same distribution-system count under Cedar and Tolt; it is not two separate positive water samples. The report says repeat water samples did not detect either compound and describes report-period compliance.
2021: The radium-228 footnote says an initial slight detection was followed by water samples with no detections.

EPA's separate five-year lead/copper view and report differences
The EPA ECHO view retrieved September 17, 2026 lists the following annual periods in mg/L. They are source labels, not proof that independent water samples were collected every year. The annual reports above retain their own actual testing years.
- Lead · 2025-01-01 - 2025-12-31

- Copper · --
- 90th percentile: No data records returned. Action level shown: 1.3 mg/L. Health-based violations field: --.
The federal copper row says “No data records returned,” although SPU's annual reports contain copper results. Federal 2023–2024 lead values and annual-period labels also differ from the reports' repeated 2022 testing results. These views have not been reconciled, so they are not combined into a trend. A blank or “--” does not mean zero, no testing, or no violations. The displayed action levels belong to this source snapshot, not a statement of current legal requirements.
Regulatory records
Regulatory history and survey records
Annual-report monitoring disclosures above, state regulatory decisions, and federal enforcement records have different dates and purposes. None is a live advisory feed. The reviewed public sources do not yet provide a reconciled state violation history or the underlying text and correction record for the 2023 storage finding below.
Sanitary surveys: 2021–2025
EPA ECHO's public survey table, reviewed September 17, 2026, contains nine state surveys. Eight list N in all 11 categories. The November 15, 2023 survey lists S for Finished Water Storage and N for the other ten categories. EPA defines S as “Significant Deficiencies” and N as “No Deficiencies or Recommendations.”
These are dated survey findings, not contaminant test results or a current advisory. The listing does not identify the affected storage facility, describe the deficiency, or supply its corrective-action closeout. Later N results do not by themselves prove that specific finding was resolved.

Earlier visits, a separate EPA desk audit, and record limits
EPA's ten-year monitoring view additionally lists state “Sanitary Survey, Complete” visits on July 19, 2016; July 18, 2017; August 8, 2018; and November 14, 2018. The five-year category table does not supply findings for those four earlier visits.
A June 15, 2023 EPA ICIS entry is an “Offsite Record Review” / “Desk Audit,” with no finding displayed. It is not an additional sanitary survey. The SDWA compliance summary says current as of March 31, 2026 and last refreshed July 9, 2026; no separate survey-refresh date is shown.
Read EPA's survey definitions with the entries. The window label does not establish a complete survey history. Blank, not evaluated and N are different outcomes.
Earlier treatment and monitoring events described in the 2019 plan
The 2019 plan, printed page 3-5, describes a Tolt treatment-technique violation involving 17 minutes of elevated turbidity in 2015 and a missed bromate water sample in 2016. These precede the separate October 2023 missed analysis and June 2024 Cedar UV monitoring disclosure. The plan's report-period compliance language is not a conclusion about current conditions.
The exact-PWSID EPA snapshotretrieved September 16, 2026 contains violation ID 2010361 with a compliance-period start of December 1, 2015 and a return-to-compliance field dated January 26, 2016. The extract leaves the period end blank. That record has not been conclusively matched to the plan's event or reconciled with state records; its return date is not a system-wide current-compliance determination.
What is still needed from the state
Public DOH maps, EPA extracts, the five annual reports, the 2019 plan and its inventory, monitoring and capital appendices did not supply the underlying survey finding, correction closeout, effective treatment decision, or reconciled enforcement history. Contact the DOH engineer listed below for those public records.
A missing survey here does not mean a survey never occurred or that no deficiencies were found. Ask DOH for the survey date, public findings and any dated corrective-action closeout.
Lead & testing
Lead information and customer testing
Use SPU’s water service-line map to search an address, zoom to the property and select a service line. The map describes only the portion maintained by SPU; its material information does not apply to pipes on private property. For service-line questions, its published contact is 206-684-5800. An absent line is not proof of no service.
SPU’s lead information page links to its service-line research map and Washington’s certified-laboratory directory. A system summary cannot establish the material in your property’s service line or plumbing.
The monitoring-results page says customers enrolled in Seattle’s Utility Discount Program can access free lead testing by calling 206-615-0827. Ask the lab for collection instructions and eligibility confirmation before collecting a water sample.
Other customers can use the certified-laboratory directory linked by SPU. Its lead page lists a $25–$50 analysis range and directs customers to confirm current prices and water sampling procedures with the laboratory. SPU says its lab is not set up for high volumes of residential lead water samples.
The 2025 report’s lead and copper results describe water samples from 52 homes, not every household. This page does not infer a property’s result or reproduce the utility’s broad safety claims.
Historical lead components and replacement policy: 2019 plan
The 2019 plan, printed pages 3-25–3-26, describes short lead “whips” or “goosenecks” joining some galvanized services to water mains. It estimated 1,000 services with lead whips, whose locations were unknown within about 4,000 galvanized services of the relevant age, out of approximately 9,000 galvanized services overall. These historical estimates are not today's service-line inventory.
At that time, SPU described removing a whip when replacing a service for another reason or discovering the whip, and discussing the resources and time needed for proactive galvanized-service renewal. This was not a published completion schedule, customer eligibility rule, or promise to replace a particular property's pipe.
The submitted inventory covering both utility- and customer-owned portions, current category totals, and any current replacement plan have not been recovered from the reviewed public sources. Ask SPU which material record covers each portion of your service and whether inspection or replacement is scheduled. The public map alone does not answer those questions.
Treatment
Corrosion control and household plumbing
SPU’s Cedar facility description says lime raises pH to a target of about 8.2 to make water less corrosive to building plumbing. At Tolt, lime increases alkalinity and carbon dioxide adjusts pH; SPU describes water leaving the plant at pH 8.2 and alkalinity 19 mg/L.
These are utility operating descriptions retrieved September 16, 2026, not a new laboratory result or a dated state treatment-approval decision. Treatment does not identify the materials or lead level at an individual tap. Lead/copper report rows keep their actual testing years: 2019, 2022 and 2025.
School water
School testing is a separate record
Washington DOH’s school lead program links results from 2018–2020 and from 2022 onward. Its May 2026 update describes a five-year retesting cycle beginning July 1, 2026 and ending June 30, 2031 for qualifying school buildings.
School results concern a specific outlet, building and collection date. They are not interchangeable with SPU’s residential lead/copper monitoring or Cedar/Tolt entry-point results. No school result is assigned to this system here without a verified provider relationship. Families can use the program’s results and the school’s action plan for that building.
Infrastructure
Storage, seasonal operations and conservation
SPU’s reservoir page describes six covered reservoirs: Magnolia, Lincoln, Myrtle, Beacon, West Seattle and Maple Leaf. It says Roosevelt and Volunteer are disconnected from the drinking-water system and retained as emergency resources, including firefighting.
In its April 8, 2026 supply update, SPU described refilling mountain reservoirs earlier than normal in response to low snowpack, while retaining space for spring rainfall. Its September 14 update describes managing releases for water supply and fish habitat.
These are dated operational accounts. Check that live supply page for current instructions and Saving Water Partnership for conservation guidance. Neither an earlier forecast nor this page establishes today’s restriction stage.
The 2025 report, physical page 6, records 46.2 billion gallons produced and 2.08 billion gallons lost to leakage (4.5%). Saving Water Partnership members used an average 97.9 million gallons per day, against their stated goal of less than 110 million gallons per day. Partnership demand covers the member utilities; it is not SPU retail demand. Earlier annual production and leakage figures remain with each year's report notes.
That report also marks 25 years of the Cedar River Watershed Habitat Conservation Plan, launched in 2000 for a 50-year term. It describes habitat restoration, wildlife monitoring and river-flow management for fish and other wildlife. These are source-protection activities, not contaminant measurements or proof of current treatment performance.

The table's note says Roosevelt and Volunteer were removed from service April 1, 2013 after the buried Maple Leaf reservoir was completed. It describes evaluation of emergency storage and possible future covered potable storage; neither is a completed-project claim. The utility's present reservoir page separately describes them as disconnected and retained for emergency use.

The 2025 annual report, physical page 5, describes a major pipeline upgrade between Volunteer Park and Maple Leaf Reservoir and work to replace the 21-million-gallon Bitter Lake reservoir while expanding the adjacent park. These are the report's project descriptions, not independently verified completion dates. Its approximately 1,900 miles of water pipes is a report-period network description.
How the longer-term capital plan fits these projects
The 2019 Water System Plan describes renewal of aging distribution assets and earthquake resilience as investment priorities. Its capital-facilities appendixcombines an adopted 2018–2023 program with later estimates through 2040. Planned spending and construction dates in that historical plan do not establish today's adopted budget, completed work, or a shutdown at your address.
Water characteristics
Hardness history: 2020–2026
SPU labels these quarterly surface-water analyses “Non-regulatory data. Informational only.” The 14 linked reports contain 56 location/date observations. Calcium hardness is not total hardness. The separately printed “Hardness, Grains” values are preserved in grains/gallon; they are not conversions calculated here.
CLT-5 and M-1A are the Cedar columns; TPT-3 and B-2 are the Tolt columns. These locations do not predict a household result. The archive has gaps; it is not a continuous quarterly series.

May 2026 prints 0.50 grains/gallon at TPT-3; May 2025 prints 0.52 at B-2. These and the other source values are retained literally. Their relationship to the calcium-hardness columns needs utility clarification before combined interpretation. No household classification, trend, or softener setting is inferred. Rates & assistance
Residential water rates: 2025–2026
SPU bills include a monthly meter charge and a water-use charge. Match your provider, meter size, customer class and billing area before using these schedules. They do not calculate a total bill or describe rates charged by other utilities receiving SPU water.
Source: SPU Residential Drinking Water Rates, reviewed September 17, 2026. Amounts are U.S. dollars. One CCF is 100 cubic feet, or 748 gallons, as defined by SPU.
All eight tables on the reviewed rate page are retained below: 48 rows and 192 prices. The 2025 schedules are historical. Each table keeps its customer class, billing period and geographic columns.

Residential summer tiers use the source’s 60-day thresholds: the first 10 CCF, the next 26 CCF and use over 36 CCF. SPU says duplex thresholds are double the single-family thresholds. Master-meter schedules instead print monthly tiers: the first 5 CCF, next 13 CCF and use over 18 CCF. Do not interchange these billing periods or customer classes.
* SPU says the Shoreline and Lake Forest Park column applies to customers in those cities, not water districts. Its master-meter footnote also excludes developments that pay Public Utility Tax directly to Washington State.
Utility Discount Program: eligibility and application
SPU’s Utility Discount Program lists a 50% SPU bill discount and a separate 60% Seattle City Light discount. Homeowners and renters can apply. The source lists a City Light and/or SPU bill in the applicant’s name; tenants whose landlord pays utilities may still qualify for financial help.
The 2026 income table applies to gross household income in the one-month period before applying. SPU says income must be below the listed threshold. These are eligibility limits, not an approval or a calculation of benefits.

Use the Utility Assistance Program application or the printable application. SPU says applications are reviewed before enrollment. For application help and interpretation, contact 206-684-0268 or [email protected], Monday–Thursday, 7:30 a.m.–3 p.m.; TTY/TDD: 206-233-2778. If contacted about renewal, SPU says to call rather than complete another online application.
The reviewed page provides program explanations in English, Spanish, Chinese, Vietnamese, Somali, Korean and Amharic. It says the online form is in English and interpretation is available by phone. This does not establish translated annual water reports.
Credits when the property owner or HOA pays SPU utilities
UDP customers whose SPU services are paid by the property owner or condominium HOA, but who receive a City Light bill, may qualify for monthly credits on that electric bill. Water, sewer and drainage credits are effective January 1, 2026; garbage and yard-waste credits are effective April 1, 2026. The separate service categories below are billing credits, not water charges or water-quality findings.

For an immediate past-due balance, SPU directs customers to its emergency assistance program. Check that program’s eligibility separately; UDP enrollment does not by itself establish an emergency-assistance award.

Outages and water-main work
Use SPU’s water-outage page for its map, planned-outage guidance and links to official boil-water instructions. A water outage or construction project is not itself a water-quality advisory.
SPU’s water-repair page describes maintenance and links to current and completed projects. This site does not maintain a complete live outage or construction list.

State contacts, language help and record limits
For a drinking-water regulatory question beyond the utility’s response, Washington DOH’s county contact directory lists Laura McLaughlin for SPU at 564-669-0753. Explain the issue and ask which state process applies. This directory entry does not establish a formal complaint appeal or a response deadline.
SPU’s 2024 annual report (physical page 13) prints an interpretation-services contact: 206-684-3000. Ask for the language and report year needed, or for an accessible format. A translation phone line is not evidence that a particular translated or accessible PDF is already available.
State enforcement detail, current treatment determinations, sanitary surveys and a dated inventory covering both public and private service-line portions remain separate evidence needs. Missing records here do not mean no violations, no lead service lines, or no replacement obligations.
How SPU handled complaints in its 2019 plan
Printed page 3-19 (physical page 101)describes routing water-quality concerns and high-priority problems from the call center or after-hours Operations Response Center to an inspector for investigation until resolved. SPU logged and mapped complaints to identify patterns. This historical process does not establish a current response deadline or formal appeal right.
For a concern now, use SPU's current 24-hour response number,206-386-1800, for no water, discoloration or odor; use 206-615-0827 for general chlorine, fluoride or hardness questions. Describe the location, timing and observed problem. Ask SPU how to check progress on the case.
Public participation
Who runs the utility and how to participate
The January 22, 2018 state inventory formidentifies system 77050's owner as Seattle, City of. The 2025 report states that SPU operates the Tolt facility as of 2026, following private operation. The 2019 plan's former contractor arrangements are historical; they do not establish today's complete operator contract roster.
Seattle retail utility oversight
The City Council Governance & Utilities Committeecovers SPU finances, rates, operational policies, regional matters and the Utility Discount Program. Its September 17, 2026 page lists regular meetings on second Thursdays at 9:30 a.m. Check theCouncil calendarand the specific agenda for changes and access details.
The Council's public-comment instructionsaccept written comments at [email protected]and explain in-person and remote registration. Comments must concern an agenda item or committee business. Request accessibility or language accommodations through the linked City Clerk process. Meeting comments are not an urgent water-service request.
Regional water-supply decisions
The Seattle Water Supply Operating Boardprovides advice, direction and limited authority over regional supply matters. Its page provides agendas, minutes and a contact for older records; it lists meetings typically on first Thursdays, 1–3 p.m., with exceptions. This wholesale body is distinct from retail Council oversight and from the customer-service process at your utility.

Annual-report archive coverage
SPU’s official archive lists 2021–2025 reports. All five files were retrieved again on September 16, 2026 and matched the previously preserved checksums. The historical reports below are official documents; their all 63 result rows across these five reports appear on the system page, with separate Cedar/Tolt values and report-period notes.

Profile summary note
This page summarizes public records reviewed by this site. It does not replace official notices, utility updates, or state drinking water information.
System profile limitations
- The system page presents all 11 result rows from the 2025 report and 52 rows from the linked 2021–2024 reports. Cedar and Tolt values remain separate; the city preview remains summarized entries. These are historical report results, not complete laboratory or enforcement records.
- Address-level service can vary. Confirm the serving provider with a bill, account portal, utility, city, or state source.
- Seattle Public Utilities describes a regional system serving Seattle and nearby communities. The relationship supports navigation but does not prove exclusive coverage, exact service boundaries, or the provider for an address.
- The linked outage map is dynamic. Planned operational work observed on July 31 is not presented as a water-quality notice, and this profile does not claim that no current notice exists.
- Provider safety or compliance marketing in the annual report is not reproduced or treated as current status.
- This page transcribes all 63 result rows from the five linked 2021–2025 annual reports. It does not reproduce every narrative word or provide complete laboratory or enforcement history.
- Missing fields are not findings. They mean the field is not shown on this page from the records currently available.
