System identity and sources

Springfield Water and Sewer Commission · PWSID 1281000

System-specific source and provider context for the assigned public water system.

MassDEP identity

The current state record identifies Springfield Water And Sewer Commission as the active community water system associated with PWSID 1281000. It does not establish address-level or exclusive service.

Source-water context

The provider describes a surface-water system, Little River Watershed protection, and a Ludlow emergency-supply context. These are attributed source records, not household-source assignments.

Sources checked : MassDEP identity, source-water protection, and system description.

Service relationship

Regional provider context, without an address-level service claim

The Commission’s public materials describe service beyond a single city boundary; the exact relationship for an address still needs confirmation.

What the reviewed sources establish

Commission materials describe retail service in Springfield and Ludlow and a broader regional treatment footprint. That supports system context but does not identify every connected property, wholesaler, consecutive system, or interconnection direction.

What the mapped boundary does not establish

A modeled boundary is not an address lookup. It does not prove a connection, identify a private-well property, or establish a wholesale, consecutive, purchased-water, or interconnection direction.

Next action: confirm an address-specific provider path with the Commission, MassDEP, or the customer’s utility account.

A notice destination does not determine a household tap condition.

Treatment and facilities

Provider-described treatment infrastructure

Dated provider pages identify the facility and project context; they do not replace a current operating record.

West Parish

The Commission publishes a New Water Plant page for its West Parish treatment infrastructure. The page is retained as facility and project evidence, not as a claim about every current process.

Disinfection byproducts

The Commission’s DBP FAQ explains provider context for HAA5 and related disinfection byproducts. The 2025 report rows preserve their own period, units, limits, and printed status.

Open treatment questions

Current corrosion-control and fluoridation status are not asserted until a dated system-specific source is verified.

Report-period HAA5 notice context remains separate: The report says the Commission issued four quarterly public notices in 2025 for HAA5 MCL exceedances and describes an April 22, 2024 Administrative Consent Order. Those source-period statements and the system profile's separately reviewed 2026 provider notice paths are not converted into a current notice, current advisory, or current water-safety conclusion here. (PDF page 3.)

Lead and service-line context remains report scoped: The report's source-water, treatment, plumbing, lead, service-line inventory, replacement, household-action, testing, health, and contact statements remain attributed report-period context. They do not establish a service-line material, household condition, exposure, or tap result for any address. (PDF page 6.)

System preview remains unchanged: All 22 result rows remain attached to the historical report. The Springfield system profile keeps exactly its existing HAA5 then Nitrate preview row objects, values, ranges, criteria, source order, July 2026 retrieval dates, source notes, limitations, and contaminant selection. (PDF page 5.)

Complete visual review: all seven PDF pages were reviewed. Source checksum and extraction manifest are retained in the repository evidence dossier. This section does not convert historical report values into current compliance, safety, exposure, advisory, or household-tap conclusions.

Monitoring and lead context

Report-scoped monitoring, with unresolved system topics visible

The complete report section contains the lead/copper and location-specific rows. Other monitoring programs remain evidence-limited until exact system records are reconciled.

Lead and copper

The 2025 report extraction preserves the lead-and-copper table and its printed sample-period context. It does not describe every tap or a property’s service line.

Service-line source

The Commission’s lead page is the official destination for service line and school-testing context. A PWSID-scoped inventory count is not asserted until separately verified.

Open lead and drinking-water information

PFAS and UCMR

No exact-PWSID PFAS or UCMR result set is rendered in this campaign. This is an evidence gap, not a non-detection or compliance result.

Facilities and customer operations

Infrastructure, billing, and assistance sources

Official provider destinations are separated from report measurements and current-status conclusions.

Facilities

Use the system description and West Parish project page for provider-described facility context.

System description

Rates

Rates are customer-class and effective-date information, separate from water-quality conclusions.

Current rate destination

Assistance

Customer-assistance eligibility and application details belong to the Commission.

Where to ask the provider and check updates

These are official contact and update paths; submitting a question or opening a page does not establish a water-quality finding.

Check public notices and alert signup for newer provider information. The site does not promise complete live coverage.

38-item review

Unfinished evidence is shown instead of silently omitted

These topics remain evidence-limited or blocked in the Springfield dossier. The page does not turn a retrieval gap into a negative fact.

SVC-01 · Evidence-limited

Address-level provider confirmation

The reviewed EPA Version 3 snapshot now shows a PWSID-matched modeled boundary. It is useful geographic context, but it does not prove that a particular Springfield address is connected to the Commission.

Next: Confirm the serving system with the water bill, utility account, Commission, or MassDEP address-specific guidance.

SVC-03 · Evidence-limited

Wholesale and interconnection relationships

The reviewed provider pages describe a regional treatment footprint, but do not establish a named wholesale, consecutive, purchased-water, or interconnection direction for this PWSID.

Next: Review a MassDEP relationship record or provider clarification before naming a counterpart system.

HARD-01 · Evidence-limited

Water hardness

No accepted system-scoped hardness value, period, unit, or basis was found in the reviewed 2025 report extraction.

Next: Search the provider archive and state records for an exact PWSID-bound hardness observation; do not infer hardness from source type.

REG-01 REG-02 REG-04 · Evidence-limited

Violation, enforcement, and sanitary-survey history

The dated July 2, 2026 HAA5 notice and the report’s historical notice language are displayed separately. A structured state/EPA violation history, return-to-compliance record, and sanitary-survey finding set have not been reconciled for this page.

Next: Retrieve exact-PWSID MassDEP and EPA records, retain period/status/source fields, and keep current notices separate.

LSL-01 LSL-02 · Evidence-limited

Lead service-line inventory and replacement

The provider’s lead page gives program context, but this campaign has not accepted a dated PWSID-scoped inventory count or replacement-program schedule. No property-level material is inferred.

Next: Verify the utility or state inventory snapshot, categories, submission date, and customer-side verification path.

TRT-03 TRT-04 · Evidence-limited

Corrosion control and fluoridation

The report contains lead/copper and treatment context, but current corrosion-control configuration and fluoridation status are not established by the reviewed sources.

Next: Use current utility or MassDEP records before publishing a treatment-status claim.

MON-02 MON-03 · Evidence-limited

PFAS, UCMR, and facility testing

No PWSID-bound PFAS/UCMR result set or released school, childcare, or public-building testing result was reconciled here. The lead page is a destination, not proof of participation or results.

Next: Check EPA/state monitoring records and facility-specific releases, preserving sample period, location, units, and scope.

INF-03 OPS-01 OPS-02 OPS-03 · Evidence-limited

Operations, restrictions, outages, and construction

The provider notice and alert destinations are useful official paths, but no current system-scoped seasonal change, drought stage, outage feed, flushing schedule, or construction notice is asserted here.

Next: Recheck the provider’s dated notices and operations pages before adding a current-status statement.

CUS-01 GOV-02 ACC-01 · Evidence-limited

Testing, participation, and accessible formats

Contact, rates, assistance, and report links are available. A customer testing program, public-participation destination, and accessible or translated report format were not fully verified for this system.

Next: Confirm the official contact path and format availability with the provider; keep any request unsent until owner approval.

See the linked internal dossier and status reference for retrieval attempts, owners, and unsent request drafts. No outreach or publication action is taken by this page.

Important limitation

Profile summary note

This page summarizes public records reviewed by this site. It does not replace official notices, utility updates, or state drinking water information.

System profile limitations

  • These annual-report values describe the 2025 reporting period, not current conditions at a particular tap. The provider's July 2, 2026 notice reports June 2, 2026 HAA5 sample results at eight locations and shows six of eight Quarter 2 2026 12-month locational running annual averages above the 60 ppb MCL. Follow the dated provider notice for its official instructions, then check the provider's public-notice index for newer notices.
  • The Commission reports retail service in Springfield and Ludlow and regional treatment service for several neighboring communities. The Springfield relationship supports navigation but does not prove the provider for every address or imply that Springfield is the system's exclusive service area.
  • This page does not determine whether water at a specific tap is safe. Confirm service and current instructions with a bill, the Commission, MassDEP, and the linked public notices.
  • Address-level service can vary. Confirm the serving provider with a bill, account portal, utility, city, or state source.
  • The complete reviewed 2025 report and the historical 2016–2024 English archive are rendered in the Springfield report sections below. These report-period records retain their source scope and do not describe current household-tap conditions.
  • Missing fields are not findings. They mean the field is not shown on this page from the records currently available.
  • This page summarizes available public records. It may not include every update, notice, or urgent official advisory.
